50th ANNIVERSARY OF THE FIRST 911 CALL
Topeka, KS, February 16, 2018– The Kansas 911 Coordinating Council would like to recognize the 911 professionals of Kansas on the 50th anniversary of the 1st 911 call.
On Feb16, 1968, Alabama Speaker of the House, Mr. Rankin Fite, made the first 911 call from the Haleyville City Hall.
From that small beginning, 911 technology has become more sophisticated in response to consumer expectations.
Each advancement has improved our nation’s ability to get better, more reliable information to first responders so they can do their job of saving lives and property.
Kansas PSAPs are the vital link in saving lives and property. The Kansas 911 Coordinating Council has worked to provide a statewide call handling system that is ready for Next Generation technology.
In the coming months Kansas PSAPs on the statewide call handling system will be migrating to state-of-the art i3 standardized architecture. This upgrade will allow for new communications technologies to be utilized in contacting 911. The 78 PSAPs currently on the statewide call handling system are able to receive text-to-911. The future will bring the possibility of pictures, videos and telematics to 911 centers.

ESInet Migration at Ottawa and Saline County
UncategorizedOttawa and Saline County are the first two PSAPs to be migrated to the ESInet in 2019.
2018 was a very busy year with the Kansas hosted system deployments.
91 Sites were turned up since the first deployment in 2015 on the hosted call handling platforms (included PSAP’s, Yoder Test Center and 2 backup PSAP’s)
56 Sites were converted from legacy 911 Tandem switching to Next Generation ESInet intelligent switching (all done in 2018). Work is being done to convert to Geospatial call routing in 2019. More information to be provided on this as it becomes available.

Chief Heitschmidt Announces Retirement
NewsChief Heitschmidt announced he will retire from the Hutchinson Police Department October 1, 2018.

Latest Version of SB 420 Update
News• 911 Act: Hearing was held. We worked extensively with the Kansas Association of Counties and other parties to support getting this bill out of committee. However, the Committee Chair announced in committee there were too many questions surrounding the fees and the bill would not be worked. The upcoming Legislative Post Audit Report was also mentioned as a reason for the delay. He advised he wanted to work with the parties over the interim to create a bill to be introduced early in the 2019 session. The bill is now officially dead.

Update to the 911 Outage January 27th, 2018
NewsToday we received the Root Cause Analysis (RCA) report from AT&T in regard to the outage we experienced on the statewide hosted system on January 27th. As we had expected, the RCA shows that multiple events led to the outage. We were sure that this would be the case, as the system design would not allow a single fiber cut to create a 911 service event like we experienced. The corrective action plan, in our opinion, will make a recurrence of an event like this extremely unlikely. You can read the full RCA report here.

Kansas 911 ACT – Updated Bill Proposal
NewsHere is the latest draft bill that we believe is being introduced today to the legislature. Once the bill is introduced there will be committee hearings and floor debate. As a result of these hearings and debate there could be changes to the proposed bill. We encourage you to contact your state legislators asking for their support of the draft bill.
