1. A system event is defined as an event affecting 3 or more PSAPs, that results in required reroute of the PSAPs or a failure of calls to deliver from the telephone service providers to the PSAPs due to failures within ESInet or the Call Handling System and its associated network.

1. A PSAP event is defined as an event affecting a single PSAP that results in automatic, or manual reroute, or a failure of calls to deliver from the telephone service providers to the individual PSAP due to failures within ESInet or the Call Handling System and its associated network.  This definition would include reroutes necessitated by conditions at the PSAP, such as loss of commercial power, remodels, and like events.
